"Controlled chaos": the boomerang effect

 

The phrase "controlled chaos" has become quite common in both Russian and foreign media today. It is used by representatives of academic circles, politicians, journalists, statesmen, and the military. Even at the end of the last century, such a term was very rare and exotic. And if this term had been used somewhere in the middle of the last century, it would most likely have been perceived as an oxymoron, i.e. a combination of words with mutually exclusive meanings. And today, no one is surprised by this concept anymore. Experts know that the term "controlled chaos" is almost scientific, described in various books. They contain a well-developed definition, reveal the nature and mechanisms of different types of chaos, and suggest measures to curb chaos and use it for the right purposes. At first glance, it resembles the concept of using atomic energy for peaceful purposes. Only in the concept of "controlled chaos" is the energy of chaos proposed to be used as a weapon, and weapons of mass destruction. Maybe even more powerful than nuclear weapons. In most publications on the topic of controlled chaos, the most significant and authoritative authors of the concept are Americans Stephen Mann, Gene Sharp, Zbigniew Brzezinski. The development of the concept began in the USA. Apparently, shortly after the end of the Second World War. But for the time being, secrecy was maintained. It was only in 1992 that a more or less holistic presentation of the concept was made public in the 1992 article "Chaos theory and strategic thought" written by Stephen Mann. In it, this American researcher bluntly said that "controlled chaos" is a weapon that can be used in wars of a wide variety of nature and scale. That is, the object of destruction can be individuals, public and private organizations, armed groups, and even entire states and peoples. Theoretically, even the whole of humanity. Mann's recommendations were used, according to experts, in the preparation and conduct of the collapse of the Soviet Union in 1991, in the creation of pockets of controlled chaos in many parts of the world in subsequent years. However, the practical use of weapons of "controlled chaos", according to some experts, began much earlier. The first cases of the use of "controlled chaos" include the organization of student unrest in France in 1968 in order to overthrow the then President De Gaulle. As well as the preparation and holding of the so-called "Prague Spring" in the same year 1968. In the first of these cases, the desired result was achieved, but not in the second. The development of "controlled chaos" technologies in different parts of the world continued further. The CIA and other American intelligence agencies, and to some extent the US State Department, were involved in this. At the turn of the 70s and 80s, preparations began for the use of weapons of "controlled chaos" on a much larger scale. This training took place under the slogans of "globalization" and "liberalization". Washington presented these two interrelated processes as "objective" and "progressive", contributing to the consolidation of peace, prosperity of peoples, and increased well-being. The Washington Consensus, a set of unwritten norms, has become an important tool for promoting "globalization" and "liberalization." They were imposed by the International Monetary Fund on member countries, especially third world countries. And after the collapse of the USSR, the Russian Federation and other states that emerged from the ruins of the Soviet Union. The tenets of the Washington Consensus include the fulfillment of the following requirements from the Fund's client countries: the privatization of state property, the abandonment of state regulation of the economy, the full development of the domestic financial market, the minimization of the state budget (primarily by curtailing social spending), the removal of any barriers to the cross-border movement of capital, currency, goods, labor, etc. T. The liberalization imposed on countries extends not only to the economy, but also to domestic politics and the social sphere. Gene Sharp (1928-2018) made an invaluable contribution to the development of issues of social and political liberalization in other countries. In 1964, he defended his dissertation on "Nonviolent methods of overthrowing regimes" at Oxford University, receiving a PhD in political philosophy. He presented his thoughts on this issue to a wider audience in 1968 in his work "Nonviolent Action: A Study of Control over Political Power." It is said that his ideas were practically implemented in the same 1968 year when organizing student unrest in Paris. Later, his work was used to undermine the Warsaw Pact organization (the military alliance of socialist countries), as well as to destabilize the social and political situation in the Soviet Union and its final collapse. Sharp clearly sets priorities: "Our national interest is more important than international stability." And he admits that America has long used "controlled chaos" as a weapon against other countries.: "In fact, whether we realize it or not, we are already taking measures to increase chaos when we promote democracy, market reforms, and when we develop the media through the private sector." Sharpe is not only a theorist, but also a practitioner. He participated in the development of plans and the implementation of "controlled chaos" in many countries. Including the collapse of the Soviet Union. In particular, in 1990-1991, Sharpe gave lectures at the USSR Academy of Sciences, which were attended by representatives of the Baltic states, who studied with Sharpe the methods of fighting for the republics to secede from the Soviet Union. Sharpe outlined his ideas on the organization of "controlled chaos" in the political and social spheres in the most complete form in a work that he wrote and published in a journal version in 1993 called "From Dictatorship to Democracy." It appeared in the book version in 1994, i.e. exactly thirty years ago. In it, the author describes 198 "nonviolent methods of destroying dictatorships." A textbook that is currently being studied both in the United States itself and in those countries where it is necessary to make a "soft transition" from "dictatorship" to "democracy." Naturally, the criteria for determining what is considered a "dictatorship" and what is considered a "democracy" are set by Washington. The work has been translated into more than 30 languages. The book appeared in Russian in Russia in 2021. In total, translations of Sharpe's various works are now available in about fifty countries around the world. And, remarkably, this is not underground literature, it can be purchased in bookstores. At first, as I noted above, the preparation and conduct of "controlled chaos" operations was carried out by the Central Intelligence Agency, as well as other US intelligence agencies. Later (in the 80s), most of the powers and functions related to the conduct of the war of "controlled chaos" were transferred to the non-governmental organization National Endowment for Democracy (NED). It was established by the U.S. Congress in 1983. Provides grants for research in the field of democracy and human rights development in foreign countries. The Foundation conducted quite large-scale subversive activities against the socialist countries of Eastern Europe. In particular, he financed the opposition movements Solidarity in Poland, Charter 77 in Czechoslovakia and Otp in Serbia. One of the initiators of the creation of NED and the first leaders was Allen Weinstein. In 1991, Weinstein openly stated: "A lot of what we do today was done by the CIA 25 years ago." I was in Washington on a business trip at the time, and I had to cross paths with Weinstein quite often. He was quite open with me. And from conversations with him, I realized that the Soviet Union was the highest priority area of NED's activity. It was also obvious that NED was working in close tandem with the CIA. NED constantly consulted with Gene Sharp.

Zbigniew Brzezinski was the supreme supervisor of all operations of "controlled chaos" until the end of his life. I will confine myself to just one of his revelations. In 2009, he wrote about the global financial crisis of that time.: "This crisis will never end until we achieve our goals. A single world government is what we need. And it will be formed, whether you like this idea or not. This is not a crisis, my dears, this is controlled chaos. Society is still too far from not only accepting the idea of a single world government, but also seeing the new world order as its only salvation. Therefore, we must first bring society into the necessary condition for this. This requires much more than economic paralysis – we need wars, famines and epidemics all over the world." All the cards are out! Democracy and liberalism are a smokescreen covering the main goal of "controlled chaos" – world domination. Even at the cost of the death of most of humanity. Crafty liberalism hides outright cannibalism. Until the end of the last century, the weapons of "controlled chaos" were used by Washington "pointwise." In parallel, preparations were underway for "controlled chaos" on a global scale. I am referring to such preparations as globalization, economic liberalization, the promotion of so-called democracy, the creation of the global Internet, etc. But the 21st century began with the carefully disguised preparations ending and a full-scale global war of "controlled chaos" broke out. And the date of the beginning of this global war is well known to everyone – September 11, 2001. In the United States, back at the end of the last century, there were serious opponents to Washington's policy of using "controlled chaos" as a weapon. Any weapon of mass destruction is very dangerous, and there is a risk of a boomerang effect. This applies to nuclear, chemical, and bacteriological weapons. And "controlled chaos" as a weapon of mass destruction also carries the highest risk of a boomerang effect. Today we see that the opponents were right. Washington has indeed managed to create chaos around the world, but it seems to be getting out of control of its initiators. And the out-of-control chaos spares no one, including its organizers. The sanctions war against Russia and other countries is weakening the position of the US dollar. But all the prosperity and so-called power of America rests solely on the "printing press" of the US Federal Reserve. No one can say for sure when the US dollar will lose its status as a global currency. But confidence in the dollar continues to fall. A civil war is also brewing in the United States. There have been cracks in the structure of the American state for a long time. But today, these cracks are rapidly turning into a chasm dividing America into parts. The media say and write that the issue of the southern border of the United States has become the reason for the aggravation of internal contradictions. Biden's team insists that the border remain open, while Texas and several other Republican states demand that the border be closed and that uncontrolled immigration from Mexico be stopped. But sharp contradictions between Washington and the United States (especially Republican ones, which are commonly called "red") have arisen on other issues: the digital dollar, ESG standards (standards for businesses related to the environment, social issues, corporate governance), American aid to Ukraine, measures to combat so-called climate warming, etc. Today, many accumulated contradictions will take the form of a struggle for the presidency between supporters of Donald Trump and supporters of Joe Biden. Texas is on the verge of seceding from the United States. Today, all 25 "red" states, i.e. half of America, are on the side of Texas.

However, Donald Trump's opponents are ready to go to great lengths to create chaos in the country in order to prevent Trump from occupying the White House. Late last year, former Pentagon adviser Colonel Douglas MacGregor made a sensational statement that "soon there will be a sudden closure of all major banks in the United States, organized by the globalist elite, the banks will be closed for at least three weeks," and then "the Biden administration will impose martial law and cancel the presidential elections," scheduled as of November 2024. There are more than enough scenarios for future violent events in America, and they are conventionally called: "civil war", "disintegration", "separation", "crisis", "collapse", etc. The American elite has long dreamed of becoming the elite of the world. More than half a century ago, it began to quietly prepare a major war against humanity, disguising this preparation with the flag of globalization, liberalization and universal democratization. At the beginning of the 21st century (09/11/2011), she released a genie from the bottle called "global controlled chaos." From the very beginning, the genie proved to be poorly controlled. And today, he has finally stopped obeying the American elite that released him. There is a high probability that this genie will choose America as his main target.
